Starting in 2025, the NYC Department of Finance has announced that businesses conducting 50% or more of their annual mileage are required to file their CMVT by May 1st.

What is CMVT?

The Commercial Motor Vehicle Tax, specific to commercial motor vehicles used mostly in the city (performing 50% of their mileage within the five boroughs) or registered to a business within the boroughs.

When do I need to file?

CMVT must be filed by June 20th, 2025.

Who needs to file CMVT?

The NYC Department of Finance collects CMVT for the following vehicles:

• Medallion taxicabs licensed by the Taxi and Limousine Commission.

• Non-passenger commercial vehicles that weight over 10,000lbs (and those that weight 10,000lbs or less if registered outside of New York City).

The NYS Department of Motor Vehicles collects CMVT for the following vehicles:

• All vehicles licensed by the NYC Taxi and Limousine Commission that are registered in the state of New York.

• All non-passenger commercial motor vehicles that weight 10,000lbs or less registered in New York City.

• All motor vehicles within New York City that transport passengers.

Who is exempt from filing?

• Vehicles used solely for transporting individuals in connection with funerals.

• Dealers of new or used motor vehicles who utilize the vehicles solely for demonstration or delivery to customers.

• A foreign country or its representative who is not required to pay a motor vehicle registration fee according to New York state law.

• The government of New York State, together with any public benefit corporation, improvement district, or other political subdivision of the state

• The United Nations or other worldwide international organization of which the US is a member, such as NATO or OAS.

• The federal government of the United States.
